Organisation
LIGA comprises of member organisations with the right to establish sections. Member of the LIGA confederations can become any trade union or trade union federation that fulfils the requirements as set by Act II./1989, is not conducting anti-constitutional activities, is not dependant of any trade union centre following contradictory and opposing principles to those of the LIGA, is independent of the employers and of political parties, is not affiliated member to any other trade union confederation and accepts the Statute and the Programme of the LIGA.
The main decision making body of the LIGA trade unions is the Congress which is convened every fourth year. Every member organisation which is a legal person participates at the congress on its individual right and will have at least one mandate. Member organisations have for every ten member as natural persons one mandate. The congress is convened by the LIGA Council ordinarily at the time as defined by the Statute or extraordinarily in specific cases as defined by the Statute (extraordinary congress). The congress takes decisions by open voting. Quorum is reached by the Congress when at least 50 % of the mandates agree and at least 1/3 of the member organisations voting agree with the resolution.
Member organisations take part at the meetings of the LIGA Council on individual right with at least one mandate. The member organisations have mandates according to the number of their registered members. Member organisations are represented only by one person with voting right. Any issue between two congresses that does not fall within the remit of the Congress is decided upon by the Liga Council. Furthermore, the Council is responsible for controlling and supporting the implementations of the Congress resolutions. The Liga Council meets at least once in three months time or as required. The Board decides on convening a meeting by resolution. The Liga Council has quorum when at least 50 % of the mandate holders and at least 20 % of the member organisations are present and vote. Resolutions taken by the Liga Council take force when at least 50 % of the mandates voting agree and at last one third of the voting member organisations agree with the resolution.
The Board is the executive body of the Liga trade unions and has 15 members. Members of the Board are elected by the Congress for the period between two ordinary congresses. The Board meets on monthly basis or as required. An extraordinary meeting can be initiated by the Chair of the Board or by one third of its members. Resolutions taken by the Board take force when at least 50 % of the Board members agree with the proposal.
